The rockets have been coming in long before Iran was taken over by its present regime. The rockets coming in are from the many splinter cells of Palestinian terrorists. The sporadic rocket attacks enable Hamas to portray itself as innocent while it remains at war and attacks Israel. Ooopsy that wasn't us....that was some cell we had no control of... This notion Iran needs to scare Israel with missiles is absurd. First off you would not use such inaccurate rockets. Secondly in the world of intelligence and counter intelligence and bluff and non bluff, physical acts are not how you intimidate. Perhaps assasinations of diplomats overseas, but mostly its done by economic sabotage on world market prices and deliberate leaks of military intelligence to the other side of your latest toys. You don't intimidate sending in an inaccurate rocket made in someone;s apartment. You intimidate by doing what Iran does now-deliberately use the media to taunt-move your navy around a bit make some speeches every now and then that talk of wiping out Israel and the US. Its a lot more sophisticated then dumping a primative rocket in someone's back yard. By the way the greatest messages of intimidation are never released to the public, just between governments. Once something is send via the media, it is rendered meaningless. True threats are never revealed to the public and stay between the feuding countries. The bigger the threat the less likely the media will ever find out and the reason for that is threats have far more impact when they are not watered down by public after the fact speculation. You want to threaten someone? You do not shout it out loud. You simply whisper in their ear when no one else can hear. The actual messages going back and forth between Israel and Iran through the myriad of intermediaries no one will know.
