the operating cost are a grant from the feds to the province... the loan is the bil for your ferries, grants are for the operation and to maintain the ferries.. Like PEI had to take out several loans to several creditors to pay for the bridge...but you draw the line on a 50 % decrease on the fee to cross the bridge....a 20 dollar savings....oh the pain....
