They're the ones benefiting from the fog of war and doing what they can to keep things confusing. First, the NGO's require Israeli permission to even access the area. They operate there under Israel's boot as much or more so than Hamas'. Regardless, they're not trapped there, so the idea that Hamas is terrorizing aid workers into telling lies about Gaza is a big reach not only because we're not getting reports of that, but also because it'd be a ridiculous and self-harming thing for Hamas to do in the first place. The point is that neither have any credibility whatsoever. Citing an Israeli-funded propaganda arm whose purpose is discrediting humanitarian agencies is especially ridiculous though.
