People spoke Russian the same way people in northern Ontario speak French, or even Acadians speak French. They covered their license plates to show they were Russian - not Ukrainian. Foreigners lend money to Hydro-Quebec at low rates because they expect it will pay in the future. Then, Hydro-Quebec gives the money to the Caisse. The Caisse invests the same money with foreigners at higher rates - because the Caisse people are supposedly smart.
