Victorian Canada lives in fear of American freedom, since 1812.

Confederation itself was a panicked reaction to the Fenian Raids in 1866.

It incites Canadians to rally around a racist apartheid police state to keep the french in, the Americans out and the Indians down.

No matter how corrupt, incompetent, dysfunctional and in fact lawless that state becomes.

They are basically saying their ideological enemies are dangers for society in general and "strong actions" need to be taken. This is textbook fascism.

Totalitarianism.

They do not distinguish between their interests as individuals and the interests of the state.

I can be Fascistic, it can be Bolshevist too.

I would submit that the CBCelite brand of totalitarianism is bolshevist not fascist.

To wit, they are Commies, not Nazis.
