They were not directly mentioning Trump.....they're digs or swipes at him. It's unmistakeable.

It's certainly unmistakable that Trump engages in politics of the sort he is describing, and it's certainly true he does that more than any other mainstream candidate, but the reality is he was talking about the political environment, not Trump. Just because you recognize Trump as such a person doesn't mean Trudeau was talking about him specifically.
