France, Belgium, the Netherlands and Bulgaria have already banned or partially banned wearing a burqa or niqab. Germany and Norway are also working on bans.

Quebec's ban isn't all-encompassing as some countries where-in it seems the ban extends more to than just public servants or receiving public service.
Merkel was calling for a ban "wherever legally possible."
