What you describe is not authoritarianism, and not a threat to democracy. In fact, the power to overrule what the people want in certain cases, helps to protect democracy.
Certainly, the information has to be kept secret if investigations are still pending. If they are being pursued and investigated still as you say, I'm fine with that. In that case no, the people should not get what they want, the report should not be released in its entirety.

The Mueller team wrote summaries that were intended to be made public. They were explicitly written so that they could be. They weren't.

If a foreign government tampering with an election which decides the highest office in the land isn't a threat to democracy, then I can't think what would be.
