I think he's trying to set up his relationships for after he leaves office which is where the real money starts. Remember that as part of Justin's trade mission he went to represent Canada but also negotiated a deal for brookfield for the loan of the $500 billion that elon musk used to buy twitter. That is a matter of public record, so we already have substantial business dealings with these people and I think he wants to be the guy that you call if you need a $500 billion dollar loan in the future from someone and he'll arrange it with a small 5% commission I do not believe that his current actions are intended to serve the interest of Canada. He has given access to Canada to the Chinese EV manufacturers basically for free. They have made no commitments, they have not promised to do anything and he has already stated that this is the"Initial " Round of cars with more to come. And we got our tariffs on food that they need reduced to a mere 15% which is still severely egregious, and no guarantee that they won't raise it the next day and if they do we still have to let them bring in their cars
