The FACT that you failed to answer "who is the best candidate who can get more votes" tells us that either you want someone who can't get voted in, AKA anti-democratic, or you don't know who would be a better candidate. In a democracy, getting more votes is essential to being the best candidate. So let's try again and assume you're anti-democratic: "who is the best candidate" that might be a dictator?
