Partial truth can be something like not painting a complete picture. For example: In California, Abortion is legal, but it's not moral. So a pervert like you would say "legality" and "morality" are one and the same, therefore, abortion is legal and moral. In other words, abortion is legal, therefore, there is absolutely nothing wrong with abortion because it's already understood that it is also moral.
