They didn't tell us that was the reason at the time. This is AFTER the fact they admitted that was the motivation for the lie. 

The lie was just telling us we didn't need masks. 

The lie is that they knew they didn't really know why COVID was so contagious, but it is just common sense that a highly contagious disease rapidly spreading is doing so likely through the air, yet they told us all not to worry about needing masks, no big deal, which is dishonesty, an outright lie.

So they began with a lie saying that masks weren't necessary for members of the general public so there was no point in wearing one and you should save it for the medical services. Then they came out and said that there are so many deaths that we have no choice we have to admit that the public does have to wear masks to reduce infection.

So either they were lying when they said we didn't need them, or they were lying when they said we did.

You find one article talking about masks beinf for health care workers and ignore the language used there still lying about their use. 

Lying to people to say they don't need a mask is still a lie, even if you find one source also saying health care workers need them. 

There have been many discussions around how this dishonesty in the beginning helped fuel the anti-mask sentiment later as well as general distrust for these so called holy truthful scientific institutions.
