I think he was just pointing out that you were wrong with what you said. Which is true

At the end of the day the government can in fact do what is necessary to make a project like that happen. That might include funding the whole project, or funding a portion of the project to attract private investment, or creating a tax or other environment where it becomes extremely attractive for private Enterprise to do the whole thing. There might even be combinations thereof, for example the government could invite private industry to have most of the ownership and enjoy most of the costs but also reserve a portion which it will then transfer to native groups along the way to secure their participation and also provide them with future revenue

The devil's in the details. But it is a lie to say that it's not within the federal government's power to make it happen one way or another
