Again, Harris is speaking about the protests, not the riots. You live in your own fantasy world, but the protests and the movement, were overwhelmingly (93%) peaceful.

She was tapped to be Biden's running mate on Aug 11.

Then after some right nights of actual rioting in late August, Harris addressed the rioting on August 27th.

Which was her first solo appearance after being tapped as Biden's running mate on the 11th. She literally made the statement in her first speech. And literally in direct response to real-time routing.
