No, Trump didn't "dictate" a withdrawal from Afghanistan. He made the deal to give the country back to the Taliban AND withdrew almost all the troops. There were just 2500 left when Biden took office as the Taliban was re-taking the country. 

There was no scenario in which that final extraction was going to go well for Biden. There weren't enough troops left to check the Taliban. Perhaps it could have gone better, but it was never going to go well. Not for either president.

Regardless of what you think about Biden, it's simply a fact that Trump made the deal and oversaw an almost complete withdrawal. 2500 troops were left, so the Taliban came to claim their territory back--starting before Trump left office, BTW. Biden was the man in charge when the situation changed. it's easily arguable that the taliban did what they did because they felt Joe was weak and would do nothing.

At the end of the day when Trump left office the situation was under control, and biden let if fall completely out of control.

Biden is 100 percent responsible for what happens when biden is in power.  If the situation on the ground changes then you have to adapt and change with it - and the enemy suspected he woudln't because he's a wuss and they were right and they ran over top of him.
