I would say US foreign policy isn't as heavily influenced by the IQ of the POTUS as you think it is, especially when it comes to NK. Obama is no exception. Nah, Trump is doing a terrible job, but so has every President since they developed nukes, they just keep kicking the can down the road, instead of dealing with before the costs become to great to deal with it.
