A person can go to Chicago or Detroit and feel pretty safe provided they don't go into black neighbourhoods. The problem is; the terrorists aren't tied to a certain neighbourhood, they're targeting places vacationers will go or transit services they'll use. France has the highest international tourist traffic, about 12% higher than the US which is second. There was growth in 2015, but I haven't been able to find overall 2016 numbers yet. There was a decrease in Paris in the first half of 2016 and I haven't see the figures for the rest of the year, but it is important to note that there are many destinations in France for international tourists and while Paris is a major one it is also avoided by many as well. I visited France a couple of dozen times, and only once did I go to Paris. The French Riviera attracts a huge international crowd, and certainly on my wish list that I haven't made yet. Don't forget that 54 million is not international traffic, but yes Chicago is a major tourist destination. It is also on my wish list. Other than spending too many hours at O'Hare, the closest I've gotten to Chicago is the I-294 (perhaps once on the I-90 during off-peak hours).
