The Germans have hundreds of people at his level of attack potential. The official interviewed said it would take 20 personnel to maintain the kind of watch on this guy that would have prevented his actions. With a few hundred to look after, they just don't have the person power. They had tried to deport him but Tunisia wasn't answering the phone. In a lesser country he might have been taken and prevented from carrying out his attack just based on suspicion alone, but that's their choice. Quote
