This is a very important point. German police and intelligence services were tracking him for months before this attack. Why did they fail to prevent the attack?

I was listening to this on the BBC World Service.  The Germans have hundreds of people at his level of attack potential.  The official interviewed said it would take 20 personnel to maintain the kind of watch on this guy that would have prevented his actions.  With a few hundred to look after, they just don't have the person power.

They had tried to deport him but Tunisia wasn't answering the phone.

In a lesser country he might have been taken and prevented from carrying out his attack just based on suspicion alone, but that's their choice.

Well, I think all our police forces are, in that case.  I doubt the RCMP would be up for a street battle.

They already knew the lessons.  They just didn't have enough people to do anything about it.  That and the fact that Tunisia didn't want him.
