Fraud exists in all industries, especially with regards to investments/stocks, which is fertile ground for the insurance industry. I would suspect that this level of fraud trounces auto insurance fraud. However, like SHOPLIFTERS, it is not more prolific then any other fraud, as petty thieves and organized rings engage in all businesses. The insurance industry needs to combat fraud itself and that fraud even exits WITHIN The industry, thus you have internal SCAMS as well as the insurance industry using its own illegal practices to deny/delay and ad costs to legitimate claims. However the system is not broken. The insurance industry reaps in large guarranteed profits, like other government regulated business. So my question to you is, 1) HOW? does the government reduce fraud within the insurance industry? 2) Why is the strongest most powerful sector unable to deal with fraud. I have to say , I recall my own insurance company pulling a fast one on me some 17 years ago, during the Harris era, and instead of addressing my concerns, which I soon discovered were legit and the "Corporate Policy Procedure" illegal, there defence was an ATTACK and Diversion, pointing to me all the FRAUD they have to do deal with. Well I the young man was not a fraudster, he had just finished his course on insurance fraud, and he became obessesed with it, unable to even realize that his own company was breaking teh law and it was in black and white. I settled and then I choose to go to another insurance provider even though all issues were resolved to my benefit, it was a one year headache within the OIB (now done through the FSCO , iirc?)that caused me to lose faith/trust within the industry. Top down policies that violate provincial law, are never addressed unless one wants to challenge through the OMB and While I believe in fighting for whats right, I doubt I would do it again, I would just find another avenue like others. I believe we could lower Insurance rates by creating either a FULLY PUBLIC insurance system or Opening the market globally four Ontarios Insurance business. In the meantime, while I agree with you guyser that the GTA is a cash cow, it is also the source of more legititmate insurance concerns. However I am happy to hear that the Northern Communities got he break they deserved. And while these concerns of the GTA may be legitimate, the truth is , its insurance and the odds are stack in the industries favour to make profit and its guarranteed. I knew the industry was not forth coming with regard to Auto insurance "Losses" the moment the banks jumped in on the Gravy Train. Something that I don't beleive they should be involved within, as I don't believe that Banking competition with insurance companies has lead to lower rates.. -

Sorry but one cannot steal a gift. The words of Jack Layton were not for the NDP, let alone the Liberal Party, but they were words of wisdom and guidance for everyone to look forward to. Yes, Jack an NDPer said these words. Yes the NDP wants to live and act by these standards, but this message was for PEOPLE not PARTIES and that is where Justin Trudeau has errored, in suggesting that the Liberals are now the only party with these values. My goodness, can the arrogance of the Liberal Party , (not liberals) , ever be humbled??? The words of Jack Layton , are good for everyone, be them Conservative, Liberal, NDP , Green, Non Voter.......immigrant, migrant, .... EVERYONE!!!! And most people would be happy to look towards life with those values in place. As for Uniting the Left? Hmm, not certain if I could see a Chrysta Freeland and Linda McQuaig having a meeting of the minds. I see nothing "left" about moving CCP and EI surpluses into P3 Endeavours!!! -

Harper won't resign anymore the Rob Ford will resign. However, its time the entire Senate Resign, shutting down the kangeroo court and Harpers puppetry palace. The abolishment of the Conservative led senate wheels are being put into motion , thanks to a PM who appointed Senators for provinces they did not live in. Orange Juice anyone.. -

Hydro increases to manufacturing began during the Harris Era with the intent towards privatization. This is the plan the PCs wanted and the Libs went ahead and followed through with it. Yes it sucks... However, Back in the 90s it was determined then that Canada did not want a manufacturing sector and wanted appease the manufacturers desire to locate into 3rd world countries and then sell their goods here without tarrifs. It is no one thing, and it certainly isn't the result of some windmills, no matter how poor that policy is. There have been numerous bad decisions over the past 25 years, and I swear , there is no politician in the PCs, or the Liberals that understand a tinkers damn the manufacturing industry. But there sure are alot of boneheads with idealogical opinions....

I don't know too many Canadians that can live on $30 a month.. However, when I think of Greed, I can only think of the RIM CEO leaving with a $22million bonus and the incoming getting an $88million package , from a company on the ropes that lost $1billion in a quarter. Now, IIRC , Leamington is the home of THOUSANDS of Migrant workers and they will be going home for good. NO need to be in the fields or the manufacturing plant..

Boges brought up death panel, which diverted the thread. and I agree, talking about the US medical system is a red herring to the topic at hand. I am not medical doctor/pharmasist or pharmaceutical company, but as they are not beating the drum to say it will make a difference, even put her on some sort of trial test, then one wonders if Avastin is also a red herring to a person looking for a cure. People will try all sorts of medical treatments when faced with pain or terminal illness. How often do these hail mary treatments work?- 11 replies

Yes, here is the data linked in the article.. In 2011-2012, the government recovered $311-million in overpayments, interest and penalties and gathered a significant amount of information about how that money was returned, the report found. identified $295-million in known overpayments in 2011-2012, with about $110-million lost to fraud An overpayment is NOT fraud. Often Severances can be tied up in court, may take years to receive. I have seen where EI sticks it to the employee who doesn't receive the Severance but still has to wait out the period which can be as high as 26 weeks. Sometimes a Partical severance is received instead of the full amount, and sometimes the full amount does arrive. EI then sends a letter and recovers the aquired severance. This is not uncommon, but its not Fraud. The $110 million in Fraud, of $16Billion, well, its $110 million and this is an accumalated amount as there is a 6 year timeline to recover the monies. Take in the penalities on top of the recoveries and its actually not all that bad. Its not great. I would say its around average to the fraud of any other industry. Perhaps someone in the insurance field would have a better handle on Fraud..... Such as happens in Vehicle and medical scams.... Fraud exists, The had been Rampant fraud in the financial sector which took down the Entire US economy since 2008. EI fraud is by nowhere near this means, let alone the fact that EI receives far more then it pays out.. its a money maker, and since 2008 its been the most used service and still is holding its own. I do know, as I have anecdotal evidence .... that I would have an entire Factory Closure and of 300 people losing their jobs, depending on their RESIDENCE, some claims would be denied and forced to appeal. This would take months to resolve and by the time the tribunal has met, ( I believe Tribunals are being eliminated) The person is 60% likely to be working thus even whats possible to recover FOR the claimant is paid back by years end as if one makes over a certain level of income the monies are to be recovered BACK to EI. Regardless it would make no sense why to employees of 25+ years of service working in the same place, one would be denied EI. But it does happen, and this started to happen more in 2009. One thing that does happen is people foolishly take a trip while on EI and don't provide that information on their report. They are often caught within a month, Fined and Denied EI . Its not worth the risk. -

Your Source is anecdotal hearsay You require a statistic to back up your claim regarding fraud and the extent of fraud within the EI system. Anecdotal is fine, but everyone has a story and has seen something... Eventually there is a bottom line and a %... lets see those data.before making a claim that EI fraud is a huge problem. -

What? Are you Saying that Mike Duffy Collected EI as well? Seriously, where is your source for this Benefit Fraud? Fraud is a crime. My Understanding is EI has been the Governments Gravy Train for Decades upon Decades , hosing the employee and Employer while redistributing the yearly surpluses towards billion dollar tax breaks for Banks/Oil and insurance companies increasing their profits on the backs of those who pay into EI. Obviously there is a level of Fraud within any organization, just ask Nigel Wright. Perhaps this is how he did business in the financial district as well. Whether you call it Targets or Quotas... its the same thing. I believe similar issues came up with regards to Revenue Canada.... and "tax cheats" yet many "innocents" were "Targets" if you watch W5, 5th Estate etc. I think if we are going to look into Fraud, perhaps we could get a much higher return from each Senator.. And Perhaps we should use the Monies allocated for EI towards EI and not towards increasing corporate profits on the backs of those who pay into an insurance, yet get their benefits reduced and premiums increased... IS she a Whistle Blower? Perhaps not, but is she flagging something morally wrong? Perhaps...maybe it was just in her department.. or maybe a sign of something more. -
I believe the Former Head of OSSTF is in a distant 3rd in London for the Liberals. My understanding is the PCs have this one with the NDP closing the gap. Its going Blue , maybe Orange but not Red.

Its definitely your bias. I can get worked up easily with both of them. If you want to check your bias. Hudak was campaigning on cancelling those same gas plants. Hindsight is 20/20 but the Liberals Billion Dollar Flip Flop was driven by Hudaks attempt to drive a NIMBY issue. However, its not the crime, its the coverup that always gets one in trouble... and this coverup is going to be the Ontario Liberals Adscam, its just a matter of time before all the election seeds are harvested.. -
Thats right Scotty, No Conservatives care about the Senate Scandal, infact they cared so little about the fraudulent activities they even went to great lengths to cover it up. Unfortuneately the Fraud was 3 times higher and climbing then what was anticipated, therefore, the Tories DIDN'T pay back the money, but still maintained a role in the coverup. I am sure we should all just put our heads in the sands, go have a cup of java, and talk about something else.

Senators Appointed by Harper are making a strong case for its abolishment. And hearing former Harper Frontman and exSenator Fortier state that the Senates should be abolished is more icing on the Senate Cake. I never thought I would see this, but I believe that the clock has official started ticking and that the discussion of abolishing the institution is gaining traction. -
The Power to exploit goes beyond the miines. I see Tim Hortons has received some very negative press regarding the exploitation of Mexican Temp Workers in their Franchise Stores, including near labour camp style bunking paid to the franchise owner. Ah yes, and what dare happen to those temp workers who complain about these labour practices that do not meet the Alberta and BC labour laws? A trip home. That is still better then the chinese skilled trades who were killed on the job in Alberta doing unsafe labour practices or the Khazaks who were killed in Toronto .... Disposable temp labour..... the perfect laws.

Not EVERY , but Many, and also MANY Unionized shops have Unionized Managers. I do understand that there are people who "believe" they can negotiate a better wage but looking at the "Right To Work" states , it simply fails miserably and you have alot of part time , temp , illegal immigrants, and masses of migrant workers working for unsustainable wages. Lots of high turnover, and yes lots of labour lurking around for their next meal, vs a sustainable future. This leads to STUPID decision by other Capitalist sectors to gerry mander their markets to allow for more consumption at impossible to sustain schemes. Take a look at US mortgage scams , and why they went down this deadly path. I have many friends in General Labour in Southern states, and they make very little money. Then taken in by the Bank Mortgage Marketing, and with little regards for sustainability , create their own Jenga systems, because those kinds of wages cannot pay for housing. That cancer spread across the US and caused a massive downfall. But lets attack unions. Cause, we need a bogey man. Right now the unionization rate is low in Canada, especially the private sector. That is more to do with the fact that organizing tends to happen in more trades related spheres, and many trades are on the decline for the foreseeable future and, as long as their is a desire to bring in Cheap Foreing Migrant Workers (like the Chinese Electricians and Welders that were killed in Alberta) this trend will continue and be enhanced by our Federal Government. Provinciall and globally Private Sector Unions have been displaced by Temp Agency Organizations with significantly more money, power and lobbying capabilities then unions. They are the biggest most successful way to keep labour from organizing and they keep people working for poor wages and with precarious job security. Elect to Work (The term for Temp Workers) is already entrenched in our labour force. This has been far more significant a change then trying to challenge the Rand Formula, (something upheld by the supreme court) , and create the Orwellian "Right to Work, Right to be Poor" laws. There are suckers born every minute. I wouldn't be surprised to see people shoot themselves in the foot. It happens all the time, its happening now and our governments are complicit. Now they would like the right wing media to drive the agenda and get everyone to submit to this misguided idealogy.
