One question I have is what is the likelihood of prosecutions flowing from this report?

CIA officers and contractors involved in the Detention and Interrogation program included individuals who, among other issues “engaged in inappropriate detainee interrogations, had workplace anger management issues and had reportedly admitted to sexual assault.”

Apparently for some cases, the statute of limitations has run out, but not in all cases. On the flip side, if no prosecutions are forthcoming, then Obama granting pardons would set a precedent increasing the likelihood of prosecutions if the same illegal activities are used in future. Interesting legal stuff.
