Obama can't face consequences because he acted within the duties of the POTUS. Unless it can be proven he committed treason. While this did involve Russia, they were more of a patsy than an active participant. What could, and probably should, come of this is a Constitutional amendment that does hold the POTUS responsible if they use their office, duties or powers to unfairly effect an election. What the exact wording would be is debatable. Something needs to be done, though.
