The fact is there are many people in the U.S. who are not American citizens. There are lawful permanent residents or Green Card holders. There are visitors and tourists. There are foreign students and people with Visas. There are people with passports visiting or on business from other countries and there documented and undocumented immigrants. The 14th amendment applies to everyone.
