He took the top issues that right, right leaning and populist voters liked, packaged them as a "contract" and then campaigned on that idea. It was a smashing electoral success but fell short legislatively as most did not pass. And that is the problem with the ruling class. They talk the talk and don't walk the walk. There in lies the biggest difference with Trump. While Trump also packaged policies under MAGA, he has attacked the ruling class and liberals while actually doing the things he said he would do. That last part is why he has been so welcomed by the right, leaning right and populists (aka moderates). It is also why the left hates him so much. He did the things they don't want done.
