Carrying a gun during the commission of a crime has always been considered an escalation both in the response of police officers and the severity of the crime involved, regardless of whether or not the weapon remains holstered. Trump didn't change the way carrying a gun is treated. Just note that in 18 USC, above, it states: "Carrying" Definition: The law applies if the gun is "possessed" or "carried" in furtherance of the crime, meaning it does not need to be drawn or fired to trigger the penalty.
