The officer was just walking around her car, filming it, and had no reason to believe that she was about to ram into him with her vehicle. She wasn't going slowly when she hit him either, you can see how much damage her vehicle did to the car she ran into afterwards. That wasn't 5mph. You don't need to be a rocket scientist to know that it's illegal, and dangerous, to run people over with your car.
