He simply showing that the information is grossly in error and obvious ones at that. So the fact is someone COULD be collecting on dead people and this authority would never know it would they. I have little doubt that a percentage of dead people are still getting cheques that someone is cashing if there are those kinds of obvious errors being overlooked.
