He invaded Poland, Russia, Denmark, Norway, Holland, Belgium, Yugoslavia and Greece. None of those countries declared war on him nor were French or British troops based there when he did invade them. Norway, Belgium, Holland and Denmark were all declared neutrals, just like Sweden and Switzerland. Hitler attacked neutrals that had no Allied troops present. He invaded Denmark because he could, Norway for its iron ore and other minerals, Holland and Belgium to bypass the Maginot line to get at France. Quote

The upside is that it delayed his invasion of Russia long enough that he couldn’t take Moscow before winter. Hitler laid out his intention to expand east (liebensraum) in Mein Kampf in 1925.
