I keep thinking it's some sort of weird code. You know, like how the allies used to do in the war when they would send strange radio messages that were meant to be picked up by the resistance.

I thought perhaps he was sending secret coded messages to some odious cohorts of his. 

So i ran it through a chatgpt program designed to detect cryptology and ciphers and asked it to figure out what it meant.  It came back with "what the hell is wrong with you? ".   I've given up.
