1. No no, I remember that quote. Hard to say if they stuck with Maloney because he was pretty popular until GST.

To speak in more plain and specific language "what bureaucrats in the CRTC say passes as "high speed internet". regardless of consumer cost.

50 Mbps isn't exactly 'high speed' in 2024 and many, many places don't even have that. Lucky that I live in the main part of town where there's cable to even get that. And the number of people I know shelling out $500 and $150 a month for Starlink shows the market is there.
