No, if those payments were made, they were not “kickbacks.”

A kickback is a payment made from Party A to Party B, when Party B works for an entity in a role in which he approved a payment to Party A.  Hunter Biden did not approve government payments to the entities he worked for.  
 

You also have not provided evidence of these payments. Cromer keeps saying that he has proof, but he never delivers is. His latest “proof” consists of “redacted banking records” which he won’t show anyone.
