They changed their personal behaviour because they saw the threat. Churchill was not afraid to fly. Bomber Command fatality rate was 44.4%, over 55,000 killed out of 125,000 aircrew Kennedy senior was such a defeatist that Churchill demanded he be removed as Ambassador and after the war he was a big supporter of Joe McCarthy and vocal anti semite. He didn't change at all.
