It only means they don't believe there is enough evidence for Crown to take it to court. In our system, the police are not allowed to "prove" anything. It only means they don't believe there is enough evidence for Crown to take it to court. In our system, the police are not allowed to "prove" anything. The other point that needs to be made: even if what they did isn't illegal, that doesn't mean it was appropriate or ethical.
