  1. Just one question, Big guy....What has changed since DND was in the headlines and failed to act on complaints.....why is this not getting the same attention as you gave DND......is it to close to home.....maybe schools need to contact the law in all these cases and let justice be served.....
  2. Well that's it then readers, it is now official Canada has NO terrorist problems....According to Jacee anyways.... Whew....That is a huge weight off my shoulders.....But before we put this to bed for good one question, what constitutes a problem....is it one attack 10 attacks....And where did you find out the answer to this issue ? Reason I am asking is is Some of Canada's top CSIS and RCMP agents would tend to disagree with your BOLD statement, and it does not stop there The US government has been telling us for years there is concerns.....Concerns that Canada is a haven not only for terrorists but organized crime, murders, other criminals....Concerns have been raised by our own security apparatus in regards to lax immigration policies, lax funding to properly deport or remove these people once convicted in our own courts. Has anyone stood up and said ALL MUSLIMS ARE BAD......But in the same note we are saying NOT ALL MUSLIMS ARE GOOD either.....be it a Muslim soccer mom, or a terrorist from Syria.....And while you might be forming your opinion on your neighbor or the local Muslim selling goods at the fair......Things are not as you describe in Muslim countries......are they, I mean they don't kill people in the streets for things as burning a Koran, accusing your husband of cheating, drawing a picture of a god, nor are wive's considered property of their husbands, much like a slave... nor is giving your youngest daughter away at the age of 9 to be married of to some older man.....that shit does not happen ever...... These are not considered extreme these are part of their culture, religion....part of their everyday lives.....and Coming to Canada Custom agents flick a little switch in the back of their heads turns all that off......makes them all Canadianized , makes them just people who are fleeing a war zone.....They just want to live their lives , raise a family....enjoy western standards of living with out giving up their cultures and religions.....screw trying to change things in their own country.....we will pack up everything and change the west......everything that has screwed up their own countries, we'll try and bring all that shit to the west...... Yes you can try and blame the west for every ones problems.....But Muslims have been killing other Muslims for centuries now.....before North America and the west was even a feature on the map......sooner or later your going to run out of excuses.....and see things the way they really are.....

You your self have said it is all about the bottom dollar, and when taking a look at Immigration one has to add all the + and - up and decide from there. while the expansion of our population does have some pluses you forgot to add in all the negatives, such real estate prices which continue to raise due to inflated demand, not to mention local taxers such as land taxes school taxes all continue to grow as our population grows...all out of our pockets.....not to mention all the other services we need to pay for policing, and fire....not to mention hospital and medical coverage, all of it is increasing....You also forgot to mention who pays for all these new roads and the infra structure needed to service it allwe do through raised taxes....this country already has over a 100 bil in infra structure deficits just to repair what we have already in place. Immigration is only one option, what could we do with the 20 plus bil we spend dragging new people here, this may be off the wall but why not offer major tax breaks to families that have 2 or more children.....may be encourage them to have more.....or maybe catch up on that infra structure deficits we already have.....putting more Canadians to work... I know it is a crazy idea....

I think everyone here will agree that not all Muslims can be painted with the same brush, where we disagree is just how large of the portion of the Muslim population fit into your groups, by it the Islamist or jihadist groups . I also think your 100% on point by pointing out Islam is not the only source of extremism.... So we don't blame the religions despite it's ugly scripture, as both Christian and Islam have some really ugly scriptures of recordings of times when history was ugly....But despite all of that, the majority of Christians have moved on today,,,,,from the controls religions once played in our lives....to the point we have a large portion of the population that have given up religion all together.....Can we say the same for Islam ?....not really....doing so might even put your life at risk. So who can we blame, can we blame those that interrupt those ugly scriptures to fit their own needs, to suit they're agendas.... For the most part Christians lives are not all that effected or controlled by religion at least not to the point it controls every aspect of their lives......... while Islam forms every thing in a Muslims life, it is incorporated into laws, government, education, and even their cultures.....So much that what we think is an extreme act such as stoning a women in public is normal behavior, as is cutting off a thief's hands for stealing....And then we are told well it is an extreme act but they are not extremists for that .....things must get a lot worse....to be called extremists they must use force Islam upon us with violence directed at us.... You are right about one thing Islam threat is real... One would have to ask are they Islamist or Jihadist on their own accord, or are they forced to act this way through governments , laws, education etc etc...and once removed from that environment they can be who they want to be....peaceful..... The last question would depend on who you are or where you are, and what your criticizing .....here in the west we are free to use our freedoms with very little restrictions.....but you can not say that in All Muslim based countries....Those EX Muslims who have criticized Islam have done so after they have been granted immunity such as US citizenship.....But this practice is not recommended if you where a ordinary citizen of any Muslim country. As there is consequences that are clearly laid out by their governments , in their laws, religions....etc etc . We do have laws that protect us from religious extremism, but they are being challenged by both sides, eroded by both sides....Islamist and Christians.... and has Islamist continue to spread and grow so will Christians views on Islam, lines have already been drawn in the sand.....and for the average joe well it is just one more thing to be afraid of.....What is needed is good leadership, on both sides.....but when the average joe looks at the both sides there is no real hopefuls is there....which increase the fear or concern....
  7. I have to tell you I like Mr Sajjan , what he stands for and his understanding of the military....But he is limited to what changes he can make, and he is being directed by higher authority.... I have lost all faith in our governments ability to fix DND's problems, that includes both the Cons and the Liberals....It was one of the driving factors for me to release from the forces....I had grown tired of trying to make things work on a shoe string budget, with little to no resources....Don't get me wrong DND is full of some of the best people I know....and I respect them for the job they do, just got tired of being promised the moon and getting horse shit in return....and i'm not the only one.....
  8. This problem can not pin on just one government, DND problems are so large now, no one government can fund anything but a small portion...... The process we are talking about dates back further than 2007, it is set up so large purchases are extremily hard to complete within the time process....the funding returned was not part of major purchases or equipment projects, but rather O&M funding that could not be spent in time. in 4 years time we will still be discussing the fighter replacement program....and Canada will be once again looking at upgrades not replacements. It's not a party thing it is reality thing no one wants to touch this with a 10 foot pole... and liberals are no different..... Defense reviews are nothing more than political lies , government promises to DND and the troops that serve this nation, no one really intends to keep them.....what makes Justin crew any different.
  9. Smallc . A review of our defense needs is code for lets see what we can afford, and what bone will give to keep DND happy.... You know this has nothing to do with a broken procurement system. Just the lack of will to make purchases...The piggy bank is empty and DND will be easy pickings..... As it sits right now, the next F-18 project is not going to be a replacement aircraft but rather what we can afford to put into upgrades....

The liberals refuse to make any progress on that program, it is still to hot a topic.... the Cons f***ed it up, and the liberals don't want to touch it....mean while our current fleet will be flying well past another over all date....with no replacement in sight.....

Perhaps you can give us a list of Muslim countries where these type of practices do NOT take place, Muslim countries were it is illegal to stone or beat someone to death for crimes or suggested crimes, without as much as a trail, or court..... The people in the videos I saw were going to the mosque to pray, they are average Muslims , a man comes out of these women's home, and shouts she has burned a Koran, the crowd gathers, they enter her home drag her out into the street and beaten to death......by the end of the tape their are thousands gathered around to take part or get a look, the young women is then set on fire, and left in the street to burn , after police arrive to disperse the crowd......These are not the extremist minority as you say....these are Average Muslims in Iran.....on their way to mosque to pray.... The other video is set in Afghanistan....where a women is stoned because she accused her husband of cheating..... Other videos are from Saudi Arabia, Iraq, Jordan, Oman, Palestine, UAE, and a few others.....all of the clearly show women being stoned or beaten to death.....and not ONE citizen tried to stop it......and in each case they're are hundreds of people there.....Including police or military ....They all have a common theme here this is not rare, but rather common practice.....it is engrained in their religious faith which controls every aspect of their life..... And yet you brush it aside and say Absolute nonsense!.....Nonsense indeed and yet these video's are out there by the thousands , and they are very graphic so are removed in short order.....you don't have to believe me, just take a look ....tell me this is acts by a minority..... Then report it....or prove me wrong..... So your telling me their is a switch you just turn it off at the border.....like entering Canada is some miracle cure for practicing Islam the most dangerous religion on the planet... I can respect a lot of things...

My point here is that Our nations law enforcement agencies, take every threat seriously, regardless of color , race, religion that home grown extremists are hunted down with the same vigor as Muslim extremists regardless of what is said here or in forums across the country....And will be that way well into the future. The reason we can separate Christian extremists from the flock is because the major of the population does not act in the same manner. most of us have the common sense to live within our laws and know what is socially right and wrong. Stoning your wife in public for your cheating is not socially accepted, nor is beating a young women to death over an accusation of burning a book. And yet all this videos clearly show there is not the same level of restraint in the average Muslim citizen.... Yes there has been some cases of this behavior in the west the LA riots are a sample of this behavior, those responsible were caught and put on trail, but these samples are very rare in our society , but when a closer look is made or typical Muslim countries one can not say the same thing, these things are common place..... Hard not to form an opinion when the facts are staring us in the face... For the record the US presidential race is a concern for most Canadians, including myself, some of the candidates do have some very radical ideas , that seem to be gaining traction with US voters, not because they are Christian , racist but because they are running out of options on how to solve this problem of radical Muslims, people are concerned, and afraid for the future.... But in order for all this to happen a lot of existing laws and constitutional issues will have to be changed first, and I don't think the people of the US are ready to do that just yet....It is just candidates saying what they think the people want to here, more promises they never intend to keep or reality says can't be done... No one is saying it is just a Muslim issue, what they are saying is on the Muslim side of the house the problems are much larger, when was the last time here in the west a gay man was dragged into the streets and stoned to death....Even you must be able to see the difference or gap between our culture and theirs...You must see the speed at which our culture is evolving, and the speed at which theirs is, there is no comparison.... Now who is talking smack, a comparison with Hilter, next we will be discussing concentration camps and the final solution. People are angry and concerned with the growing problem of ISLAM, so far there is no long term solutions being discussed, and people are willing to listen to or grab onto any straw put out there....And it is not just the Christian base or racists , it is much larger than that.... Lets not forget this is not a one way street we walk down, Racism is very much alive and well is Islam as well, to the point it is acceptable to drag those who do not share their believes into the streets and kill them with the support of the public....while we struggle with racism here in the west, we have very much moved beyond dragging people into the streets and killing them, while onlookers cheer them on.... I did not say that there was no Muslim Moderates, I asked where they where in the videos I mentioned , I did not see any one man or women step forward and try to stop the horrific events that where taped, perhaps they feared for their lives, knowing very well anyone that stepped in to intervene would also become a victim.....And I get that, fear is a very powerful motivator , but it would also convince me that it would be a good time to re evaluate my believes , my culture and my religion.....it would be time for me to move my family to a safer place...It might even motivate me once in a safe place to speak out as many people have such as DR Wafa Sultan, an ex Syrian , EX Muslim does, she currently lives in the US and speaks out on the dangers of being Muslim and the religion.. She is on the intra net , she is a good orator, and has a lot of sound ideas, none of them radical , she does not preach hatred, what she does is speak common sense.... You might give her a look , and listen to her for 5 mins..... While I doubt anyone would do the things I described, both would have very different consequences, one you would pay with your life, the other maybe a bloody nose.....but what if you had done them un intentional, such as thrown out some old books one happened to be a Koran, or you got in a fight with your wife about some cheating, and she was dragged out into the street..... . No I have not been to China, but I have been to Egypt, Syria, Jordan, Saudi Arabia, UAE, Qatar, Afghanistan, Pakistan...And while there all have some beautiful countries, and I did get to meet some wonderful people, I was always grateful that I was a Canadian , and my family could grow up in our nation, and not face the day to day struggles Muslims face everyday....Most of them forced upon the population by religion, and culture..... I don't have an us or them attitude, that is your perception, my opinions are based on years of experiences, and life events that are happening around us. I have never said we live in a perfect society, but it seems perfect when compared to most Islamic states, or Muslim run countries....I make no excuses for our problems, but I also see through all the smoke and mirrors that surround the Islamic faith, and how they portray themselves as peaceful people....

Do you really think that US and Canadian law enforcement agencies, are not chasing down terrorists of all race color or creeds, do you think they separate them by these categories....They are chasing down all terrorism foreign and domestic, and have separated them by the level of threat they pose to the nation, Because in their eyes a terrorist is exactly that a terrorist, white, black, brown, they come in all colors....the higher the threat the pose the more assets they get thrown at them....How this all plays out in the media is a different story....Or how the public accepts or does not accepts is also reliant on how the story is played out in the media.... There are not many days that go by that there is no terrorist attacks happening in the world, or western and eastern military forces engaged in military operations against terror groups... Top it off with large segments of the Muslim population in Europe that are not happy with life in the west, and are taking to the streets to change it to a way they prefer, or are more comfortable with.....That includes Canada and the US as well. while you say don't paint them all with the same brush, but these moderates you and others speak of are in fact a minority....Forgetting the very reasons they fled those countries....and why their countries are full of violence....their religion has a great deal to do with that, along with their cultures..... What they want is the freedoms and wealth we have in the west, but they also want to drag their religion and forms of government with them.....all of the very things that is destroying their homelands....That is what scares most people from the west.....And to be honest it does concern me.... We in the west are starting to see that, and many are scared if we don't take action soon, they the Muslims will have that power to make the necessary changes to bring in things like shia law, serious laws for blasphemy....these changes have been tried already in Canada.....And they are willing to try what may sound ridiculous to you and me.....such as mass deportations.....To most we have already decided it is us or them.....well before Iraq or Afghanistan started.....Why is trump so popular....And don't think for a minute that those policies will not flow over the borders, because they will.... as for painting all Muslims with the same brush....what do you think would happen to you if you went downtown Saudi Arabia or and moderate Muslim country and burned the Koran......or drew images of the profit...what do you think the average Muslim citizen would do ? The intra net has hundreds of graphic videos that will show you the outcome...I can tell you there are no moderate Muslims in any of them.... I can also show you videos of a lot of Canadian Muslims who said they are disgusted with Canada....for many reasons.... are these moderate Muslims, I don't think so....so where are they....And what makes a moderate Muslim moderate any way. Our cultures are to different to co exist, without major changes being made on both sides...not to mention their religion...it will take generations upon generations to make those changes....and most are not willing to make any changes....

We in the west do have our problems with extremism, extremists individuals, groups, they have spilled blood in our country, and your absolutely right, here in Canada and the US terrorism by anyone of the Islamic faith takes second seat to our own citizens.....The bils we spend on combating terrorism does just that..... it combats terrorism and extremism where ever it exists and what ever it's color, creed, or religion.....Your way of keeping score is a bullshit point....that does not take into account a lot of other issues, such as our security, the efforts of our intelligence agencies, military agencies, home land security, everything that goes into preventing any attack here or the US.... If your intention was to make me feel all warm and fuzzy that Islam is not the most violent religions, and or cultures in the world today then you have failed. Globally Islam is responsible for killing more of it's own than the west could ever dream of, not including of course, the death and destruction they have brought on others.....And some how we in the west have convinced ourselves that Islam is a peaceful religion, that the culture in most Muslim countries also preaches peace and tranquility.....And we are to believe that most Muslims are peaceful , it is only a few extremists that give Islam a bad name..... And yet the intra net is full, I mean thousands of videos made by so called moderate imams calling for the west to make changes to our laws to accommodate their beliefs including bringing in Shia law....or laws making it a serious offence to publically denounce the Muslim faith, or Mohamed....while these attempts have been turned down it is only a matter of time.....after all it is what we do right accommodate.... We see the problems that Europe is having....but we turn a blind eye because that would never happen in Canada.....again the inter net is full of Canadian Muslims getting violent when confronted about their religion or rights..... Today one of my jokester friends sent me a very disturbing set of videos from the intra net, the first one was taken in Iran, where a women accused her husband of cheating....and she was taken out and stoned to death by her husband, within minutes a large crowd had gathered to get in on the action..... after she was confirmed dead, she was left buried in a rock pile like a dog...... The second video came from Afghanistan, a young women in her twenties had said she had found a copy of the Koran in the garbage, she had removed it, and was going to burn it.....she lived next door to a mosque and it was getting on to pray time, someone found the book, accused her of trying to burn it.....within minutes a large crowd appeared hundreds of ordinary people, pulled her from her house and started to beat her, the police showed up, even fired wpns in the air to disperse the crowd, but only managed to hold them off for a few mins, the crowd took her and beat her to death, drug her body into a dry canal, and set her on fire...... a couple of weeks later the court had decided she was innocent and cleared her name..... This is just 2 examples that I could stomach to watch , there are thousands to pick from, all very explicitly violent , all of them very recent....most of them get pulled down, as it does not fit the content meant for the intra net.....This is Islam up close and personal, this is the cultures of many of the muslim countries......In all the videos I watched there are no moderates, no persons screaming to stop this violence.....it's like watching a shark feeding frenzy..... everyone is picking up rocks to throw, including the children.....THIS does not happen in the west, we do not carrying on as if this is normal behavior.......When are we going to stop making excuses for Islam, and do something about it... My question is where are the moderate Muslims, in these videos, and what are there reactions to them.....

Perhaps you can help me understand why you bring this to our attention, is it to some how deflect the spot light on muslim terrorist or extremism, Is it to show us that Christian terror or extremists acts are not as covered up or not as vigously hunted down by law agencies....what is the point.....

Your right I have not researched it, other than a few glances at the intra net. but the fact remains CORCAN project is a step in the right direction, it's negative results shown with the canceling of apprenticeship programs may be a sign of fiscal over spending, but the project was not intended to hand out apprenticeships to inmates, but rather to give inmates jobs, something to do to pass their sentences. The products they produce goes towards paying for the program, and paying for the facility in which they stay. With the over all objective of reducing costs to the tax payer..... You mention staffing issues, Most prisons are short staff, and I get these programs would require additional staff to handle. but if these programs are successful they would more than pay for extra staff positions required and if they are not perhaps another type of employment project would work better..... I'm well aware of the sentences given out and what influences them...Here was a women who did not just wake up one morning and mistakenly drug her husband then accidentally run him over with a car....This was a women that made a choice and a plan to kill her husband, she was not being abused or beaten, or mistreated....she just wanted his money and to move on with her next victim....she planned his murder, drugged him then ran him over not once but twice....And for this handed out a sentence of 6 years of which she served only 2 and a half years.......That is what the judge valued her husbands life at....just 2 and half years served does that not make the hair on the back of your neck tingle.....or at least say WTF just went on there.... ..her second husband died, and was not investigated or suspected of foul play.....and on the third attempt she was caught again....Now I get the fact that one can not use prior crimes against her.....but it does play a role in sentencing she has shown very clearly that she has a history of killing.....and with all this taken into account, she was sentenced to 3 and half years and made to serve all of it....where she is free on the streets again..... Another WTF moment, ? what was the judge thinking....his passing sentence once again valued the life of the victim at 3 and half years.... So my question is How much is a life worth to you ? what is the prison term that should be served... I get the fact costs are getting to much to house criminals.....and we release them early to make room for more....but not murders....rapists, child molesters.....Those people should be locked up and serve their full sentence....period..... want to make room let the guys out with lessor crimes.... And unlike some here I don't think putting our inmates to work is a bad thing....Eyeball mentions the long sordid history of prison labour.....but I would say it was safe that today in our country abusing prisoners as we once did is just that history.....he also mentions that they are already paying their debt to society and that should be enough.....I say horse shit....they will never be able to pay the debt owed to someone for taking a life.....NEVER....even come close...

No where in my post did I say rehabilitation programs would be cut....But instead of being solely paid for by taxpayers they could be assisted by the prisoners themselves through they're labor or by producing products which could be sold to the public...why is that so hard for you to grasp... I'm not convinced that rehabilitation programs produce the results we expect for the costs we the tax payers put into them....I have already posted the reasons given for the reductions in crimes rates across Canada, and it does not mention rehabilitation in those reason....What it does mention that a high percentage of criminals do make they 're way back into the system, maybe it is just me, but that would be a good indicator that perhaps those programs need to be looked at...those that are not working discarded..... Maybe just maybe , we could use the money we save from our failed prison systems, and put it towards the communities which seem to have high crime rates, address the problems that cause crime in the first place..... Or maybe your one of those guys that thinks a life is not worth all that much, and that we should be shedding a tear for those convicts who have lost there way....I do believe in all life is precious, I don't believe in the death penalty, but I do belief that everyone is responsible for their own actions, good or bad....and if that person decides to take a life, for personal gain, or pleasure or for what ever twisted reason, then a full life sentence should be handed down, and it should be served in a max security prison, all of it....No exceptions....They should be put to work to pay their own way....it should not be a free ride like it is today.... when we have examples of people who have taken a life, and serve only 2 and half years , that is an example of our justice system not working.....goggle it there are hundreds of examples here in Canada of people serving less than 10 to 12 years in prison for murder.....and we are good with that it seems, Well your good with it, I am not....and when I address it I am labeled a conservative, or get your attitude like I was trying to take something away from you...

The example you provided is a privately run prison, and that's not what I am suggesting, these changes to should be made in our federal and provincial prisons.....But working, they are assisting in paying for they're day to day, upkeep, as well as programs for rehabilitation. I do think that in the example I mention the women received 6 years for drugging her husband, then running him over with a car not once but twice to ensure he was dead....She made a choice to take his life, she planned it, carried it out, and our justice system charged her with manslaughter....gave her 6 years and she served 2 and half years.....That is what his life was worth....years later she does it again, only this time her husband does not die....once again she is sentenced to 3 and 1/2 years.... SO tell me Jacee how much is a life worth.....and while we are talking about sentencing and how long terms do nothing to decrease the return rate.....it must be clear that having ridicules low sentences does nothing either.... What would I suggest that Canadians agree on what a life is worth, and start from there....
  21. Your misunderstanding my point. which covers a lot of individual points. Life sentence should mean life, 25 years or more, and it should apply to each life you take...next all the liberties they have now should be taken away, and paid for by the prisoner, want intra net, books, tv etc, pay for those services....Removing their right to vote, is another, Every prisoner should be treated within Canadian human rights standards. And every prisoner should work in some form to help keep costs to the tax payer down....

So your saying the concept is wrong, while I did not know the warden was lining his pockets, but the fact remains the program in which he was following has some merit in regards to lowering costs....you don't just throw out the bady with the bath water because some one took advantage of the situation... There are other Penitentiaries here in Canada that produce products such as Corcan, not sure if the sales of said products are going back into the prisons but they are being used some where...Corcan is office furniture used within the federal government.
  23. We are not talking about an accident here, we are talking about someone making a choice and talking your childs life...for their own pleasure or gain...And the pain is not the same.... And while it does not matter what punishment is handed out it will never stop the pain or bring them back...nut knowing that this person is locked up and will not be able to inflict this pain on another family is some what comforting .....

Yes it does cost a lot of money, but what is included in that total, and what measures have we taken to really look at each line item on that list, to access whether or not it is truly needed, or is still working and producing good results....Perhaps what is needed is an inquiry a fact finding inquiry to spell it all out for us.... There has been other studies and other strategies done to give us other options, to lowering these costs. There are several prisons in the us that create positive cash flow back to the tax payers. By making prisoners grow their own food, produce products that are sold, such as Cor Can here in Canada...these type of solutions are lowering costs paid out by tax payers.... I think Canadians are getting tired of our high tax bills and are willing to try anything to lower them including reducing times served to lower burden on jail crowding and reduce over costs of housing criminals....we balk at harpers plans to build more jails to get tougher sentencing.....we shout at the top of our lungs .....it does not work.....and yet the inter net is full of Canadian examples of our justice system becoming a joke.... The most recent example is the release of an elderly women call the black widow....who received 6 years for murdering her first husband convicted of manslaugter...She drugged her husband then ran him over twice. of which she served 2 years of her sentence, she gets out and marries again that husband also dies, but she is not charged, later she marries again, this time she is caught and her husband barely survives being poisoned....and sentenced to guess what... Melissa Ann Shepard, now in her early 80s, is finishing a three-and-a-half year sentence for administering a noxious substance and failing to provide the necessaries of life to her husband at the time. three and a 1/2 years...she is made to serve the whole sentence....Now this is the her third kick at the cat....one would hope the judge would have seen a pattern here....nope and sentences her to the very hard sentence of 3 and half years....and we made her serve it all to.... This is what makes the average Canadian citizen sick....first over the conditions that prisoners have in our prison systems today, next is the cost of keeping our streets safe, prisoners live it up and laugh all the way to freedom, and then the sentencing leaves most of us just scratching our heads and asking WTF just happened....
  25. Then you don't understand War itself....Every aspect of war is not logical when compared to normal life as we see it....It does not follow the same rules. or follow the same logic.... The whole concept of war is to either make your enemies bend to your will, or destroy him....normally that means destroying his military ....your opponent lacks the ability to strike back. If the military objective is important enough civilian causalities take second place...There are no laws or conventions that say killing of civilians is unlawful while conducting military operations, At most it says they should be avoided, or kept to a miniumum....
