Mandrake, do you recall what Clemenceau once said about war? ... He said "War is too important to be left to the generals." When he said that, fifty years ago, he may have been right. But today war is too important to be left to the politicians. They have neither the time, the training, nor the inclination for strategic thought. The "water table" in Iraq essentially comes down two rivers. None of this process occurred near either one of them.

Before Johnston Island and similar facilities which handled the deadlier nerve agents. The VX family is particularly nasty as it resist being burned and isn't water soluble...both just spread it around....heh. Precursors aren't the actual weapon(s), mind-you. Much of that was just left in bunkers...some which ISIS got their mitts on. But cooking-up VX or sarin/tabun isn't as easy as mustard or simply releasing chlorine.
