Most would argue that the military IS lethal - the U.S. Military's ability to project power is unparalleled. Questioning the military's ability in the 'clear' so to speak does not make the military more lethal. He's raising the question as a political wedge issue, that is not to say that changes cannot be examined - but NOT in the manner he is doing it.
