No, that is an out-of-context segment from a larger interview. It helps if you watch the whole thing instead of forming opinions off of segments like these when you clearly do not know the whole context. The segment started with a criticism about the cost of the war and other budget items so he was responding to that with how the cost was worth it and how in the end it would be worth it. But here you are, instead of caring about any of that, making absurd inferences that he personally was somehow going to profit and that is what he was talking about.

If you actually read the article it wasn't saying that there was an order to plant trees to be counted, but that a lot of different things were being counted so it could appear you were spending more... and it was not just trees that were outlined. Can you dispute any of the facts presented? Because it certainly does show that a lot of accounting changes were made that make it seem like more money was spent, when in reality it was not.
