Please cite the law you are using to say Trump needed to ask permission. The federal government maintains property across the country. If they paint the break room in the FBI building, Trump doesn't have to ask me for my permission 1 million times a week for everything done to any/all federal properties. Trump was elected as the head of the Executive branch; he already has a set of powers defined in that role. He doesn't have to continually ask every time he does anything.
