Neither i suspect. It was a joke term that was kicking around the internet for a while. A youtuber named SomeBlackGuy who was a political commentator coined the term i believe and this loser probably thought it sounds cool without understanding it. So he's taken a joke and is using it unironically not realizing it was a joke to begin with. The guy's a racist and a drunk. I think you're asking too much for him to have put any thought into it one way or another.

I think it'll involve righting some of the terrible wrongs that the libs have done. Getting rid of censorship would be an example. Getting rid of the chinese buying elections would be another - basically those liberal policies that are harmful to the country, Some things can't be "undone' or put back as they were though. Trudeau more than doubled the debt. There's no reversing that. The divisions he's created across the country will take many many years to heal, if they ever do. Trudeau has permanently scarred the country and with some things there just is no going back to the way it was.

For quebec it's about quebec. They want to deal with their social issues in house and not have outsiders dictate. Trudeau has driven them to be even more isolationist. So - PP's attitude of smaller federal gov't and more power to the provinces will resonate VERY loudly regardless of how they feel about social issues. THey'll support the CPC because the CPC will keep their hands off quebec, and also the CPC is no threat to them politically in quebec.
