As a result of COVID variant mutations, no one will ever be "fully protected". Same as the flu shot,which it is different every year because of the changes in the flu strain. COVID seems to mutate more often. Also, just reporting deaths is lacking. Some, or many of the deaths are to immune challenged or has died for other cause but COVID was one of the issues.
