The the water from outside does not circulate through the reactor. The reactor cooling water is a closed circuit like the cooling system in your car. Heat exchangers transfer the heat to the water from the lake or river, like your radiator transfers the heat from your engine into the ambient air.

They don't scrub out CO2. Anthracite coal emits 228 lbs of CO2 per million BTU produced. Diesel and heating oil emit 161 lbs and natural gas emits 117 lbs.
