He did have a small majority in the House but he had to compromise with Democrats as well as Republicans. Some Democrats were resisting stricter laws as well. A president doesn't have the same control over representatives as a prime minister. He can't just throw them out of caucus or prevent their nomination if they don't vote the way he wants.
