You can't stop it, the only way things change is if someone invents some technology that makes it more economically beneficial for immigrants to move to small towns instead, and that seems extremely unlikely to happen any time soon, if it even happens in our lifetime at all.

Well there is even less support for unconstitutionally forcing people to settle somewhere and not allowing them to move, than there is for lower immigration levels, so good luck with that, you're going to need it.
