??? A vhf noaa radio exist. Wouldn’t do much good when everyone is sleeping in the AM. Getting the warning out was not the problem, getting the warning out with enough time is. Even with unlimited man power, there simply was not enough time to warn everyone everywhere.

People need to be educated, which is not something that is done 3 days before when the forecast comes in, but over years. If you are in a flash flood zone, it is incumbant on YOU to have evacuation plans and be prepared. 

The NOAA was sending out warnings well before to be prepared and then repeatedly throughout that night. 

If you are in a flash flood area, you have rain warnings the day before, it is on YOU to move BEFORE it is 4:00am when you might not wake up to a warning or to be damned sure you have an NOAA weather radio that works and will wake you up, because if they did, those warnings went out with enough time to get up and evacuate.

The office was fully staffed with the normal number of people and they got the warning out exactly when they should have

The expert in charge of communicating NWS warnings to the local authorities  WAS FIRED by DOGE.

And the DHS director/lDIOT Noem put in new red tape to gum up the response: all expenditures over $100K had to be personally approved by HER. And she took 72 hours to approve the deployment of the search and rescue teams which WAS always AUTOMATIC.

THAT COST LIVES.

Except now we know that the weather office was fully staffed, they did actually produce a warning exactly when they should have produced a warning and absolutely none of this had anything to do with any cuts.
