If Iran ever had a chance to nuke Israel, even for a split second, it would have happened. That's this year, or back when Biden was president, or Obama, Trump, Clinton, Bush, Bush Sr, Reagan, Carter... doesn't matter. The Ayatollah doesn't give a FACK about human life. For as wrong as the world was, hindsight is 20/20, the intelligence at that time showed Saddam was hiding his program and since we couldn't see anything, the presumption based on intelligence was that he was persuing the program. 

Bush demanded at the time 100% complete and total capitulation to inspections on our terms, Saddam refused. 

That refusal, in conjuction with the terms of his surrender from the Kuwait invasion were the groundwork for our invasion.
