I agree with this ruling. At the heart of the ruling was contract law. We (the US government) signed a contract for work and that work was completed. We have to pay. I haven't seen the whole ruling, but I suspect it only pertains to contracts that are signed, active and not delinquent. If it goes beyond that, that would be a travesty.
