As someone whos' studied body language quite a bit for various reasons, it looks like a person who's a little awkward in front of lots of people (which he doesn't do often) attempting to look passionate and expressive, especally if you consider it in the background of his time in europe and south africa. If you study the cultures there such as eastern european or spanish etc it's often punctuated with grand overdone sweeping hand gestures. And i'm sure you've heard the joke about italians, if an italian ever needs to defend himself he just has to explain something (hands everywhere). North americans use different gestures but he hasn't spent all that much time here. I'm sorry, I'm not that much of a musk fan and I'm not even that much of a trump fan, but what I see here is an overly expressive guy trying to share a moment of passion awkwardly without the political experience to realize the gesture could easily be mistaken for something else.
