Further, we could never stop the virus, but the key was to delay wholesale infection until treatments and later vaccines were proven and available.

I don't buy the excuse that we need to wait 18 months for a vaccine. That's how long it takes to make a Herpes vaccine or whatever. When the global community has trillions of dollars it it's disposal, it shouldn't take more than 6 months. Like I said before... begin full scale trials on prisoners, wait a month to see what the wide effects are... and then pick the vaccine with the best results. What we shouldn't tolerate, is useless red tape delays, that put the entire planet at risk.

EVERY government involved knows very well they have to move hard and fast, but there are still serious implications to re-assigning existing drug regimens or new vaccines to unknown diseases or with unknown results. If I was running Canada, would re-instate the death penalty, just to have people that can be used during medical emergencies. I would offer most prisoners a chance at life, if they agree to medical tests, that can provide great benefits to society. I think that would give them a way to make up for the crimes they've did. Ironically, a Canadian doctor (Frances Oldham Kelsey) working for the U.S. FDA saved the U.S. from the thalidomide birth defects fiasco, while Canada approved the drug and is still paying damages to malformed victims.
