Hell, much of the U.S. southwest (including) California was once part of Mexico (this is a big hint why Canada has lagged behind). So there has to be more to it than just "weather". Mexico was colonized by Spain. Which was more than a slightly fucked up place at the time. The US was colonized by the British. And Mexico's weather ain't all that great. The US has the middle zone.
