The Balkanization of Canada is pretty much complete, It is all just competing regions/provinces pitted against each other now. That's more a result of globalization which has pitted every local economy around the planet against one another. Canada was never well positioned to do anything about that. Canada is not well positioned to simply cooperate within itself. For decades provinces have had more trade north -south than east- west, mostly because of stupid interprovincial trade wrangles. Many of them still exist. More are on the boil right now, and they matter. It has been greatly exacerbated by Quebec /federal politics, and the willingness of federal 'leaders' willing to do one-off deals with provinces. There really is no incentive to cooperate with other provinces unless it is to twist the arms of Ottawa to gain advantage at the expense of other provinces. Its why Harper never bothered with fed/provincial meetings, they are nothing than a venue to yell at Ottawa and attempt to squeeze money. Trudeau found that out at his first one.
