Because if you did, you would have invaded their personal space and let yours be invaded. Jubilant people do that. They high-five, throw their hands up and sometimes even embrace each other. I doubt you have ever attended a public event because you would have people close to you and all around you, invading your space. That sounds like anti-social behaviour to me.
